Allow a marker to indicate an institution's intention to permanently retain an item it has ordered or already owns, visible to other institutions in the same consortium.

The marker or indicator would preferably be added at point of order or later, possibly as part of a holdings load process. The ability to quickly see if my institution or others in the same consortium have committed to retain a specific item permanently or at least for a period of time would help me make selection and purchasing decisions.
