Open Order Status Reports -- allow recipient designation by subaccount

We have around 25 subaccounts, but one of them is completely handled by an administratively separate library on campus which orders many fewer orders than our main library. It would be helpful if open orders could be split out by subaccount and allow separate recipients. We would prefer all orders, invoicing, reports and notifications for the other library be emailed directly to them, and for them not to receive the notifications that we receive for our many subaccounts.
